[目的]评价2001—2008年上海市黄浦区疾病预防控制中心(疾控中心)的人力资源配置情况。[方法]通过问卷调查,了解8年间黄浦区疾控中心人力资源配置的数量、结构变化等情况。[结果]黄浦区疾控中心在岗人员2008年较2001年增加了26.7%,员工的平均年龄增加了2.3岁。2008年,拥有专科以上学历者占52.6%,中高级职称人员占41.4%,卫技人员占76.7%。[结论]2001—2008年,黄浦区疾控中心的人力资源配置在结构和质量上呈现出总体向好的趋势。但人员的年龄、性别、学历、职称、专业等结构方面与相关标准或全市平均水平比较仍存在一定差距。机构应明确人员的准入标准,加强对现有职工的培训力度,进一步优化人力资源配置的水平,加强疾病预防控制的能力建设。
[Objective] To evaluate the human resources allocation of Shanghai Huangpu District Center for Disease Control and Prevention (CDC) from 2001 to 2008. [Methods] Through the questionnaire survey, understand the quantity and structure change of human resources in Huangpu CDC in 8 years. [Results] The number of on-the-job staff in Huangpu District CDC increased by 26.7% from 2008 to 2008, and the average age of staff increased by 2.3 years. In 2008, 52.6% of them had college education or above, 41.4% of senior and middle-ranking titles, and 76.7% of technical staff. [Conclusion] From 2001 to 2008, the human resource allocation in the CDC of Huangpu District showed an overall favorable trend in terms of structure and quality. However, the age, gender, education, professional titles, professional structure and other relevant standards or the city’s average level of comparison there is still some gap. Institutions should define the standards for admitting staff, strengthen the training of existing staff, further optimize the level of allocation of human resources and strengthen the capacity building for disease prevention and control.
