就统一企业职工基本养老保险制度问题,记者日前采访了长春市劳动局负责人。问:最近国家出台了统一全国基本养老保险制度,意义是什么?答:1995年国务院发布了《关于深化企业职工养老保险制度改革的通知》,制定了社会统筹与个人账户相结合的养老保险制度改革,提出了两个基本养老金计发办法,在贯彻实施中,有些地区还结合自身实际制定了第三种办法,由于多种养老保险办法并存,不利于劳动力的合理流动,也不利于政策的规范和社会保险法的出台,因此国务院作出决定,现行办法要向统一制度并轨,并轨工作一般应在1997年年底完成,工作难度较大的,也要积极努力。在1998年内完成。完成并轨的基本标志是;按职工个人工资的11%建立基本养老保险个人账户,并确定了按基础养老金和个人账户养老金计发待遇的办法。
