At the First Plenary Session of the 15th CPC Central Committee, General Secretary Jiang Zemin pointed out that in three years or so, most state-owned large and medium-sized backbone enterprises will strive to establish a modern enterprise system, so that most large and medium-sized state-owned loss-making enterprises will get out of their predicament. The practice of these two “majorities” is a major decision of the party Central Committee to deepen the reform of state-owned enterprises. It will surely bring about a series of profound changes in the state-owned enterprise system, mechanism, interest structure, and workforce.
