一次经营既是二次经营和三次经营的前提,又是二次经营和三次经营的基础。二次经营既是一次经营的重要延续,又为以后其他项目的一次经营创造条件。但若没有三次经营,一次经营和二次经营的成果都将化为乌有。一般说,施工项目管理可分为五个阶段:投标与签约、施工准备、施工、收尾和回访保修。第一阶段的营销工作称为一次经营,其后四个阶段的营销活动为二次经营,二者之间的界限是签订合同。但工程竣工交验至按相关规定保修期结束,建设单位应付的工程款项不一定能够全部付清
