建立基本养老金的正常调整机制是中国养老保险改革的又一进步。原先规定只是确定参保人员退休时的养老金水平,而没有考虑保持养老金的实际货币购买力、分享经济社会发展成果等问题。新规则规定的“根据职工工资和物价变动适时调整基本养老金水平”的做法很值得肯定。新《决定》提出:随着人口老龄化、就业方式多样化和城市化的发展,现行企业职工基本养老保险制度逐渐显现出一些与社会经济发展不相适应的问题。
The establishment of a normal adjustment mechanism for the basic pension is another step forward in China’s pension reform. The original provision only determined the level of pensions for insured persons upon retirement, without considering the issue of maintaining the purchasing power of pensions for real money and sharing the fruits of economic and social development. The new rules stipulate that “the timely adjustment of the basic level of pensions according to changes in wages and prices of employees” is indeed worthy of recognition. The new “Decision” put forward: With the aging of population, the diversification of employment patterns and the development of urbanization, the current basic old-age insurance system for employees of enterprises gradually shows some problems that are incompatible with the social and economic development.
