河道管理单位在市场经济条件下,经济收入与河道管理不相适应,要巩固现有河道管理成果,搞好堤防综合开发,实现良性运行,就必须抓住有利时机,重新调整管理布局。要从转变管理和单位内部用人机制,加快河道综合开发利用,开发第二资源,培养综合性人才等方面着手,依照政策、法律、结合本地实际,以点带面,稳步发展,实现自我发展,良性运行。
Under the condition of market economy, the channel management units do not adapt their economic income to river channel management. To consolidate the existing river channel management achievements and do a good job in the comprehensive development of the dike and realize the healthy operation, we must seize the favorable opportunity and readjust the management layout. We should proceed from changing management and employing mechanism within units, speeding up the comprehensive development and utilization of river courses, developing the second resource and cultivating comprehensive talents. In accordance with the policies and laws, we should steadily develop itself in accordance with the local conditions and achieve self-development and benign operation.
