In the 1970s, the civil rights movement showed some new features: the implication of civil rights shifted from social and political power to leadership of the economic power movement from middle-class moderate to young radical. Under such circumstances, as President Nixon’s spokesman and facilitator of civil rights, it is imperative to find an effective way to solve these problems. By examining how Nixon’s civil rights policy is balanced between his personal beliefs and political needs, this article seeks to reveal the interaction between politicians and the social environment in which they live.
