五月份,安徽淮北矿务局多种经营总公司组织部分下属厂长经理走访了附近的一些乡镇企业,通过走访,发现虽然大部分乡镇企业路子走得比较活,经济发展得快,但也有一些企业,特别是具有一定规模、技术含量较高的企业,迟迟未能达产,经济效益一直徘徊不前,我们分析,阻碍发展的原因如下:一、厂长(经理)素质低。表现在:1、不少人原是乡村干部经组织派任企业的法人代表,在创办企业中确具吃苦耐劳精神,但企业一旦转入正常生产经营,因缺乏管理经验,工作无从下手;2、一些人虽然担任过小规模企业企业负责人,原亦胜任,但随着生产经营规模的扩大,从事更大范围更高层次的企业管理则力不从心。二、管理不分主次,顾此失彼。有些企业进行技改或上新项目时,没妥善安排生产和基建的关系,而且一味只顾新上项目的建设,而让原有设备闲置了起来,在建设期内,又没能及时对工人进行培训,使生产后劲不足。
