加快干部交流是选拔、培养、教育、锻炼干部的重要环节。尤其是各级领导从目前的干部交流的情况来看,还存在着一些怕的思想:一是怕交流的干部提出的困难不易解决;二是怕交流的干部不适应新的环境;只有把干部放到不同的岗位、不同的职位、不同的环境中去锻炼,才是选拔、培养、教育跨世纪干部的有效途径。干部交流应抓好四个环节:一是既要重德又要重才,二是对40岁以下干部交流应加大力度。跨世纪后他们将是各行各业的中、高层的组织者和指挥者,是新时期的骨干力量,是党和国家事业强胜的希望
