一年来国内外形势风云变幻。就在这种风云变幻的形势下,我国的治理、整顿和深化改革的工作继续前进并取得了重要的成绩。其中一个令人振奋的成果就是农业取得了较好的收成。为了推动农业的进一步发展,去年十一月国务院颁布了《关于依靠科技进步振兴农业、加强农业科技成果推广工作的决定》。《决定》发布之后,一个全党全民重视农业、大办农业、发展农业的气侯已在全国形成。我们认为,当前一个十分重要的问题是要提高对发展农业和如何使农业持续、深入发展的认识。近几年来我国农业出现了徘徊和停滞不前的现象;但是,不能认为只是由于近几年我国农业出现了徘徊和停滞现象我们才强调发展农业的,而要认识到农业永远是国民经济的基础,我们永远要重视发展 In the past year, the situation in the world has changed dramatically.
