轨道运输计划在台湾可谓应用BOT(Build Operate Transfer)特许模式最具代表性的计划类别,包含世界上金额最大的台湾高铁BOT计划亦已完成招商、施工并在营运中。为确保BOT计划的特许公司为最适任者,政府的选商机制是一相当值得探讨的关键要项。该研究以台湾南北高速铁路及高雄市都会大众捷运系统2个轨道运输项目为研究案例。经由相关文件、文献回顾及深入访谈结果,研析选商作业程序中,由甄审委员会成立方式、评选项目、评选基准以至于最优申请人的评决方式所产生的争议,以供参考。
Orbital transport plan in Taiwan can be described as BOT (Build Operate Transfer) licensing model the most representative program category, including the world’s largest Taiwan High Speed Rail BOT program has also completed investment, construction and operation. To ensure that the BOT scheme concessionaire is the most suitable person, the government election mechanism is a key element worth exploring. The research takes two rail transportation projects of Taipei-North High-speed Railway and Kaohsiung Metropolitan Mass Rapid Transit (MRT) as research cases. Through the relevant documents, literature review and in-depth interview results, we analyze the disputes arising from the selection procedures, selection criteria, selection criteria and the evaluation methods of the best applicants in the business process of selection and consultation for reference.
