农村党小组长、村民小组长、妇女小组长(以下简称“三支队伍”)是党和政府基层组织建设的基础。强化“三支队伍”管理,对巩固党的执政基础,维护农村和谐稳定具有重要意义。基于上海市金山区“三支队伍”建设的实证调查,亟需构建有利于农村“三支队伍”发展的工作运行机制、人才支撑机制、动态管理机制、保障激励机制和资源整合机制,从而为社会主义新农村建设提供坚强的组织保障。
Rural Party Group Leader, Villager Group Leader, and Women’s Team Leader (hereinafter referred to as “the three teams”) are the bases for the construction of grassroots party organizations of the party and government. Strengthening the management of “three teams” is of great significance to consolidating the party’s governing foundation and safeguarding rural harmony and stability. Based on the empirical investigation of the construction of “three teams” in Jinshan District of Shanghai Municipality, it is imperative to construct a working operating mechanism, a supporting mechanism for personnel, a dynamic management mechanism, and a mechanism for safeguarding incentives and resource integration that are conducive to the development of “three teams” in rural areas Mechanism, so as to provide a strong organizational guarantee for the building of a new socialist countryside.
