虽然《中华人民共和国旅游法》对政府的旅游行政管理职能进行了一定的规定,但在当前深化改革的时代大背景下,旅游行政管理体制的改革势在必行。在进行管理体制的改革之前的一个重要任务就是要明确旅游行政管理职能。政府在旅游行政管理过程中可以做什么、应该做什么,当前有哪些做得不好的地方,未来应进行怎样的职能变革?本文基于结合相关文献资料,结合部分旅游发达国家的经验及中国的实际情况,尝试提出了社会化、宏观化、服务化三个旅游行政管理职能变革的方向。
Although the Travel Law of the People’s Republic of China stipulates the government’s tourism administration function, under the background of the current era of deepening reform, the reform of the tourism administration system is imperative. An important task before the reform of the management system is to clarify the functions of tourism administration. Based on the related literatures and data, combined with the experience of some developed countries in tourism and China’s The actual situation, try to put forward the socialization, macroscopical, service three tourism administrative functions of change.
