The United States has encountered the most difficulties in a series of weapons and equipment provided to Taiwan by diesel-electric submarines. Since the 1950s, the United States Navy has not built a conventional submarine nor has any shipyard a ready-to-use design. However, the U.S. Department of Defense still said: “We have every reason to believe that as long as Taiwan expresses its willingness to acquire submarines through us, we will certainly find ways to make this happen, even if it means seeking a submarine design program from abroad.” However, the Dutch and German governments Said that the country does not allow shipyards involved in any submarine sale of the project. Australia, Italy, France, Japan, Spain and the United Kingdom also have the design of conventional submarines. The two U.S. shipyards think it is too early to show whether they are interested in producing submarines for Taiwan. However, Northrop Grumman, a Mississippi-based company, is owned by Ingel
