随着我国高等教育的不断发展,其与现行的财政拨款模式的矛盾也越来越明显。2012年12月在北京召开的党的十八大对高等教育的发展提出了新的要求——要以内涵式发展为背景,这个要求的提出推动了我国高等教育的发展。本文研究在内涵式发展的背景下,构建绩效拨款的激励机制,探讨绩效拨款如何激励高校加强内涵建设,实现资源的有效配置,以期为当前进行的高等教育拨款改革提供一些有益的思路和建议。
With the continuous development of higher education in our country, the contradictions with the current mode of financial appropriation have become more and more obvious. The 18th CPC National Congress held in Beijing in December 2012 put forward new requirements for the development of higher education. In the context of the connotation-oriented development, the proposal of this requirement has promoted the development of our higher education. This paper studies the incentive mechanism of performance appropriation under the background of connotative development and explores how performance appropriation can encourage colleges to strengthen connotation construction and realize the effective allocation of resources so as to provide some useful ideas and suggestions for the current appropriation reform of higher education.
