８０年代以来，我局受水利部的委托，在黄土高原地区开展了大规模的小流域综合治理试点，并重点推广了以小流域为单元，以水土保持为中心的综合治理工作。特别是小流域综合治理试点，作为科技与发展农村经济的结合体，对促进农村经济发展，显示出了非常重要的作用。在总结概括这种结合体模式的基础上，就如何提高其经济、生态、社会效益，加强资金管理，拓宽资金渠道进行了有效的探索。
Since the 1980s, under the commission of the Ministry of Water Resources, SIPO has carried out large-scale experimental pilot projects on the comprehensive management of small watersheds in the Loess Plateau, and has focused on the promotion of comprehensive management centered on soil and water conservation using small watershed as a unit. In particular, pilot projects on the comprehensive management of small watersheds, as a combination of science and technology and the development of rural economy, have played a very important role in promoting rural economic development. On the basis of summarizing and summarizing this combination mode, we have made an effective exploration on how to improve its economic, ecological and social benefits, strengthen fund management and broaden funding channels.
