任何客观的人士,都不能说西欧各国人民和苏联的这些疑虑,没有事实的根据。因为,马歇尔计划,是正在匈保政潮发生,美英反动势力公开出面干涉,美国口口声声说要建立欧洲反苏反共的坚强阵线的时候,提出来的。莫斯科会议以后的欧洲紧张局势,有增无已:德境英美佔领区合并的加强,英法美关于德国煤斤供应的协定,美国给予法义两国排斥共党势力政潮的支持,以及援助希土计划的积极推行,这些事实在在都说明美英反动派分裂欧洲的行动,是在扩大着。因此,在这种局势中出现的马歇尔计划,仅仅以漂亮的言词就能说服人们对它的疑虑,当然是不可能的。
No objective person can say that these doubts of the peoples of Western Europe and the Soviet Union are not based on facts. Therefore, it is, of course, impossible for the Marshall Plan, which emerges in such situations, to persuade people of its misgivings only in beautiful words.
