在通过研发投入、环境规制角度梳理FDI门槛效应机制的基础上,笔者利用2000年~2012年中国35个工业行业的面板数据,借助非动态门槛面板估计,考察了FDI对工业碳排放的影响。研究表明,FDI对工业碳排放存在较为显著的研发投入、环境规制门槛效应:当行业研发投入或环境规制比较低时,FDI对工业碳排放的积极影响很不显著,甚至可能增加工业碳排放;而当行业研发投入或环境规制较高时,FDI则十分显著地减少了碳排放。对研究期内高研发投入、高规制省区数量变化和行业分布的分析表明,FDI对工业碳减排的积极影响正在逐步增强,但多数高能耗、高碳排放行业外资进入度仍然偏低。
On the basis of combing the threshold effect mechanism of FDI through R & D investment and environmental regulation, the author uses the panel data of 35 industrial sectors from 2000 to 2012 in China and estimates the impact of FDI on industrial carbon emissions with non-dynamic threshold panel estimation. The research shows that FDI has a significant R & D investment in industrial carbon emissions. The threshold effect of environmental regulation is that when industrial R & D investment or environmental regulation is relatively low, the positive impact of FDI on industrial carbon emissions is insignificant and may even increase industrial carbon emissions. When R & D investment in industry or environmental regulation is high, FDI significantly reduces carbon emissions. The analysis of the high R & D investment during the study period, the changes in the number of highly regulated provinces and the industry distribution shows that the positive impact of FDI on industrial carbon emission reduction is gradually increasing, but the majority of high energy consumption and high carbon emission industries still have low levels of foreign investment.
