Because “serving the people” and “service-oriented government” are both major propositions that concern the national economy, the people’s livelihood, discussing them a bit is useful for thinking about China’s political development. In the shadow wall of Xinhuamen in Zhongnanhai in Beijing, there are five Chinese characters written by Chairman Mao: “Serving the People”. This slogan stems from Chairman Mao’s speech at the memorial service of ordinary soldier Zhang Sidh in September 1944, and later became the basic tenet of the Chinese Communist Party. It can be said that no one in China knows no one knows. At the same time, “service-oriented government” is a loud formulation in recent years. Building a service-oriented government has been written into the resolution of the ruling party and has become one of the important goals of the party in power.
