紧急通知是通知的一种特殊形式,是为了告知紧急事项、安排紧急工作而制发的。《党政机关公文处理工作条例》指出,通知“适用于发布、传达要求下级机关执行和有关单位周知或者执行的事项,批转、转发公文”。因此,紧急通知也具有发布、传达事项和批转、转发公文的作用。与一般性通知不同的是,紧急通知所发布、传达的事项更加紧急,多为突发性、临时性事项。认真考察紧急通知的应用实践,
