在中国公共政策体系中,政府是政策制定和资源配置的主导者。公民渴望参与和监督公共政策的制定,只是囿于缺乏有效地参与途径而难以实现。然而,随着网络的普及和发展,公民通过网络舆论参与并影响着公共政策的制定,一定程度上影响并改变着公共政策制定的方式。但网络舆论是一把双刃剑。数字鸿沟导致公共政策的公平性下降、信息太多等问题,合理引导网络舆论参与并影响公共政策的制定还有很长的路要走。
In China’s public policy system, the government is the leader in policy making and resource allocation. The desire of citizens to participate in and monitor public policies is difficult to achieve simply because of a lack of effective ways to engage. However, with the popularization and development of the Internet, citizens participate in and influence the formulation of public policies through online public opinion, and to a certain extent, influence and change the way of making public policies. However, public opinion on the Internet is a double-edged sword. The digital divide has led to the decline of fairness in public policies and the issue of too much information. It is still a long way to go before we can properly guide the participation of online media and influence the formulation of public policies.
