中国传统的职工医疗保障体制由两块组成:一块是针对机关事业单位职工的公费医疗制度,一块是针对国营与集体企业职工的劳保医疗制度。这两项制度是新中国成立以后适应以高度集中的指令性计划为特征的产品经济模式逐步建立并发展起来的,以工资收入者为主要对象,并惠及亿万城镇居民。随着我国经济体制市场取向改革的不断深化,传统医疗保障体制客观上已经成为改革与发展的桎梏。在传统体制变为改革对象的同时,新型体制在重重呼唤声中也正躁动欲出。
The traditional medical insurance system for workers and staff in China consists of two parts: one is a public medical system for staff and workers of public institutions and one part is a medical insurance system for workers in state-owned and collective enterprises. These two systems were gradually established and developed after the founding of New China to adapt to the product economy mode characterized by a highly centralized and mandatory directive plan, with wage earners as the main target and benefiting hundreds of millions of urban residents. With the continuous deepening of the reform of the market orientation of China’s economic system, the traditional medical security system has objectively become a reform of development and development. While the traditional system has become the object of reform, the new system is also in full swing in the call.
