人力资源是企业重要的资产和最有活力、最有创造力的资本,它已经成为企业竞争力的核心内容。因此,人力资源管理的效率和效益在很大程度上影响着企业的运行效率。通过指出国有中小企业人力资源管理目前存在选人机制不科学、用人体制不透明、培训体系不健全、留人机制缺乏激励性等问题,并在分析原因的基础上,从选人、用人、育人和留人等四个方面提出了相应的对策和建议。
