考虑突发事件造成应急设施服务能力受损的情景,通过最大、最小临界覆盖距离定义应急设施对需求点的应急服务质量,在满足需求点最低服务质量和数量要求条件下,以最大化加权服务质量期望值为目标建立应急设施选址模型.设计了一种基于模拟退火的求解算法,通过对临界覆盖距离、最低服务质量要求、设施服务能力等参数的数值实验,表明了所提出模型与算法可为解决应急设施选址决策提供有益的参考.
