“一五”计划实施基础的苏联援华“156项”工程,并不是一次性形成的。其中,1954年赫鲁晓夫率苏联政府代表团访华,签订相关协议,新增援助中国15项建设工程,是一个重要的标志性事件,至此,“156项工程”才最终成局。关于这15项工程的缘起,笔者根据已经开放的相关史料,借鉴已有的研究成果,认为有关造船方面的7项是对1953年签订的“五·一五协定”和海军“六·四协定”的补充和完善,其他项目是“五·一五协定”中需要进一步具体确定以及在具体实施时需要改变原援助计划而增设的。
“One Five ” plan to implement the basis of Soviet aid “156 ” project, not a one-time formation. Among them, in 1954, when Khrushchev led a delegation of the Soviet government to visit China, signed relevant agreements and added 15 aid projects to China, it is an important landmark event. On the origin of these 15 projects, the author, based on the relevant historical materials that have been opened up, draws on the existing research findings and holds that there are 7 items concerning shipbuilding that are the basis for the “May 15 Agreement” signed in 1953 and the “Navy” The “Four Agreements” are supplemented and perfected. The other items are added in the “May 15 Agreement” requiring further specific identification and the need to change the original aid plan when it is implemented.
