一直以来,很多政府部门在旧城区改造方面缺乏多样性的手段与策略,难以将各方面的利益进行平衡。一些居民甚至会感到自身的合法权益受到损害,加上旧城改造的复杂性、系统性,往往容易产生一些社会冲突现象。当此类情况的群访对象到信访部门反映问题时,场面常常较为尴尬,信访部门也较为被动。而信访社工作为第三方,如能提前介入矛盾的协调,利用第三方的优势当好协调者和沟通者,便能减少冲突,在政府部门与信访群众之间搭建一座沟通的桥梁。
All along, many government departments lack the diversity of means and tactics in the transformation of old urban areas and it is difficult to balance the interests of all parties. Some residents even feel that their legitimate rights and interests have been harmed. Coupled with the complexity and systematic nature of the urban renewal, some social conflicts tend to be prone to. When such groups of visitors to the petition department to reflect the problem, the scene is often more embarrassing, Petition Department is also more passive. If petitioners work as a third party, if they can intervene in the coordination of conflicts in advance and take advantage of third parties as good coordinators and communicators, they can reduce their conflicts and build a bridge of communication between government departments and petitioners.
