新中国政制体系构成的制度基础主要来源于三大基本要素,即历史传统与制度遗产,马克思主义的政体理论及其在中国早期的制度实践,第一个社会主义国家苏联的制度经验。其中,苏联是自近代以来影响中国政制建构最重要的外在因素之一,因而可以认为新中国的基本政制架构是中国传统因素与苏联因素共同作用的产物。
The institutional basis for the constitutional system of new China stems mainly from three basic elements: historical traditions and institutional heritage, Marxist political theory and its institutional practice in early China, and the institutional experience of the first socialist country, the Soviet Union. Among them, the Soviet Union has been one of the most important external factors that have influenced the constitutional construction in China since modern times. Therefore, it can be considered that the basic political structure of New China is a product of the joint action of the traditional Chinese factors and the Soviet Union.
