最近,四川内江市东兴区人武部会同区委组织部、人事局对全区29个乡、镇(街道办事处)武装部长履职尽责情况进行了考评。从考评情况看,发现年龄偏大和任职时间较长的武装部长工作动力不足的问题较为突出,究其原因,主要受三方面因素的影响: 一是政策因素制约。专武干部最高任职年龄为45岁。专武干部被免职后,想退休又不符合政策规定,还得调整到其他岗位干上10多年。如提升地方领导职务年龄又“过杠”,致使接龄或到龄的专武干部深感提升无指望,工作无干劲。二是进出渠道不畅通。由于基层武装工作的特殊性,导致专武干部进出出现两难的境地,该进的进不来,该出的又出不去。有的同志20多岁便任部长,一干就是一二十年,陪了好几届
Recently, the Dongxing District People’s Military Department of Neijiang City, together with the Organization Department and the Personnel Bureau of the District Party Committee of Neijiang City, Sichuan conducted appraisals on the due diligence of the armed ministers of 29 townships and towns (sub-district offices) in the entire district.
