日本航天以航天专家筹资、组织人财的方式起步,从政府决定领导航天之日起就策划并于1 969年制定了航天开发“仅限于和平利用”的航天基本法。之后,国会内围绕是否以“遵循日本国宪法的和平理念”取代原航天基本法中航天开发“仅限于和平利用”展开了激烈的斗争,日本为尽快推进航天在防卫领域应用,于2008年6月通过了新航天基本法,删除了航天开发“仅限于和平利用”的表述。内阁在颁布新航天基本法后仅两个月多的时间,就批准了在防卫省设立航天开发利用推进委员会。2009年1月,航天开发利用推进委员会制定了“防卫航天开发利用基本方针”。
Japan Aerospace started out as a way for space experts to raise funds and organize people’s wealth. Since 1969, the government has decided to devise the Aerospace Basic Law for Space Development “for peaceful use only.” Since then, the Congress has fiercely struggled to replace “the peaceful concept of conformity with Japan’s constitution” in the National Assembly with the “space-based development in the Basic Space Law of the former space shuttle” and “only in the peaceful use of the land.” In order to promote the application of space flight in defense as soon as possible, In June 2008, the new space law was passed and the formulation of “space development” “limited to peaceful uses” was deleted. In just two months after the Cabinet promulgated the Basic Law for Space Flight, the Cabinet approved the establishment of a Space Development and Utilization Promotion Committee in the Ministry of Defense. In January 2009, the Aerospace Exploration and Utilization Promotion Committee formulated the “Basic Guideline for the Defense Space Exploitation and Utilization”.
