Abstract: Under the influence of the financial crisis, our international trade faces very serious challenge. During such a difficult period, electronic business brings us some new hope. Electronic business optimizes traditional process, saves large number of manpower and assets, decreases cost, breaks through the limit of time and space, makes deals more convenient and shortcut and strongly boosts efficiency. Our middle and small enterprises should make full use of such a tool of electronic business to hit out the international market actively, search more trading opportunities and living spaces and smoothly bridge such a difficult period due to the financial crisis.

I. INTRODUCTION
Financial crisis brought us a strong cold storm. Enterprises closed down. Banks went bankrupt. All kinds of pessimistic economic data came out by media. People really felt cold of this year’s economy just like a strong cold wind blow the heart of everyone. The most difficult are those exporting enterprises. They reduced the staff and many employees in Wall Street came to China to make a living. Realism is cruel and the power of the storm is crazy.
Ⅱ.INFLUENCED BY THE FINANCIAL CRISIS, THE EXPORTING TRADE OF OUR COUNTRY IS FACING AN AUSTERE POSITION.
By the national custom statistics, 90% of our main importing & exporting items declined in the first quarter of 2009. The amount of our main importing & exporting areas decreased 24.9% comparing with the same period of last year; therein, the exporting amount decreased 17.9% and the importing amount decreased 30.7%.
From January to March in 2009, the exporting amount of Chinese main items was USD280,320,000,000.00 and decreased 20.27%. The exporting amount of machinery ranked the highest and amounted to USD143,690,000,000.00 but also decreased 20.8% in the first quarter of 2009. Next, the exporting amount of high & new technical products amounted to USD71,190,000,000.00 and decreased 23.2%. The export of food products declined a lot. The exporting amount of pig, rice, corn & sugar was about USD200,000,000.00 and decreased 42.95%, the export of corn decreased the most by 88%.
Among the main exporting items in the first quarter of 2009, only the exporting amount of crude oil, coal & shoes increased. The oil increased the most. The exporting volume was 1,520,000 tons and increased 134.1%; the exporting amount was USD535,000,000.00 and increased 48.3%. So the exporting price of crude oil also declined a lot. The exporting amount of coal & shoes separately increased 24% & 0.8%. In the first quarter of 2009, the importing amount of Chinese main items amounted to USD207,480,000,000.00 & decreased 30.63%. The importing amount of machinery and high & new technical products ranked the highest, separately amounted to USD92,040,000,000.00 & USD57,000,000,000.00 and decreased 26.3% & 28.8%. The importing amount of food also declined a lot. The importing amount of fresh & dry fruit & nuts, corn & corn powder, soybean and edible pant oil amounted to USD5,480,000,000.00 and decreased 20.4%.
Among the main importing items in the first quarter of 2009, only the importing amount of the following 4 categories: billet & thick forge, fertilizer, pesticide, and fresh & dry fruit & nuts, increased separately by 292.6%, 43.1%, 22.1% & 16.1%. In the first quarter of 2009, Chinese total trading amount to the main countries & areas all declined. Chinese total trading amount in the first quarter of 2009 amounted to USD428,740,000,000.00 and decreased 24.9%---the exporting amount was USD245,540,000,000.00 & decreased 19.7%; the importing amount was USD183,200,000,000.00 and decreased 30.9%; but the foreign trade still wad in the favorable balance. The highest exporting & importing area was European Union, amounting to USD75,190,000,000.00 and decreased 19.8%. The next was USA, amounting to USD62,070,000,000.00 and decreased 15.7%.
For exporting, Chinese export to European Union was the highest, amounting to USD49,870,000,000.00 and decreased 22.1%. The export to USA was USD45,520,000,000.00 and also decreased 14.9%. Chinese import from European Union was also the highest, amounting to USD25,330,000,000.00 and decreased 15.1%. The next was Japan, amounting to USD24,200,000,000.00 and decreased 29.6%.
From the above data, we can see that either Chinese or the world economy was till in the economic stagnancy in the first quarter of 2009. Compared with the same period of last year, the controllable income of consumers declined and the purchase power apparently decreased.
III.ELECTRONIC BUSINESS COULD HELP THE MIDDLE & SMALL ENTERRPRISES DEVELOP INTERNATIONAL BUSINESS AND OVERCOME CRISIS.
Facing the financial storm, electronic business provides us with some opportunities. Just now, the biggest internet shopping company, Alibaba, issued its bulletin of the 4th quarter of 2008 and total 2008. Their income increased 71% in the forth quarter of 2008 and 95% for the total year. Their business almost doubled during such a difficult period. As the new network economic activity, global electronic business is rapidly developing at a record-set speed and becoming the efficient tool to strengthen the economic competition and win the dominance of the global resources for each country. The vice secretary if the Ministry of Commerce, Mr. Jiang Yao Ping, indicated on the 2nd Chinese International Electronic Business Application Expo that electronic business optimized traditional process, saved large number of manpower and assets, decreased cost, broke through the limit of time and space, made deals more convenient and shortcut and strongly boosts efficiency. Electronic business has already become one of the credible tools to help the middle & small enterprises in our country to overcome the difficulties.
A. Electronic business can help the middle & small enterprises decrease the investment on the physical foundational facilities.
Traditional enterprises must have some foundational facilities such as office house, storage assets, samples showroom, sales shop and so on if they want to do international trade business. Compared with the internal trade, the international trade depends more on the physical foundational facilities. But if the international trade is done by electronic business, the investment on this part will be less by far. For example, the internet book store of Amazon almost has no luxury office building and wide business hall compared with the traditional book store. Even most of their books are order from the publishing company after they received orders from their customers and almost have no stock with the exception of a small part of their books having little stock. But Amazon net stores sells more than 3,000,000 kinds of multi-language version books to over 160 countries and areas in the world. Their registered users are more than 10,000,000 and their turnover in 2009 amounted to USD1,500,000,000.00. So using electronic business apparently decreased the investment on the physical foundational facilities. For the information products such as electronic version of newspaper and magazines, seeing & hearing entertainment, computer software and information consultation, if the deal and payment can be done on line, the sales counter and storage facilities are all excrescent. The total sales process from the research & development, ordering, payment to the delivery all can be on the internet. Due to deceasing or eliminating the dependence on the physical foundational facilities, enterprises can release most of the saving cost to the customers. B. Electronic business can help the middle & small enterprises break through the tradebulwark and enlarge trading opportunities.
Internet totally eliminates the limit of clime as the global net and has an active influence on decreasing the bulwark in the international trade. There is no limit of faith and racial discrimination on the internet business, even the difference of the company scale and economic power seems not so important. The developed countries leading by USA utmost claim not levying tariff on the international trade deals made by electronic business and this strongly promotes development of the international trade and rapid increasing of the volume of the international trade deals. On the other hand, it also strongly promotes the development of the electronic business in the world scope and quickens the process of the global economic incorporation.
C. Electronic business can help the middle & small enterprises work all day and all night and upgrade the satisfaction of the customer.
Due to the time difference in the world, it’s not convenient to do the international business negotiation. Traditionally the enterprises feel very difficult to provide 7-day weekly & 24-hour daily service. But using electronic business, we can do it. Any client can get any business information for any concerning enterprise at any corner of the world at any time. If we could not get ideal answer, we can send e-mail for enquiry till we get what we want. Electronic business works continuously all day & all night and provides all global clients with the information needed at any time. It can bring more orders to the exporting enterprises and greatly improve the success rate of the deals.
D. Electronic business can help the middle & small enterprises decrease the international cost.
Compared with the internal trade, the international trade has a lot of documents and securities to be settled so the dealing cost is too high. In 1996, all the cost spent on the paper documents in the global international trade amounted to USD350,000,000,000.00, 7% of the yearly total trading amount. If we do international trade through the electronic business, we can save about 90% of the documents settling cost and shorten the time of receiving foreign exchanges. It also expedites the capital’s turnover and saves interest cost. Its dominance on the cost is obvious. In addition, due to decreasing large quantities of middle processes, both buyers & sellers can directly do business through the net with the dealing cost decreasing a lot. In the traditional international trade business, the buying price of the foreign importers is 5 – 10 times of the delivery price of the internal production enterprises. Now most of the international trade electronic business servers directly put the supply & demand information of Chinese production enterprises and the foreign importers on the net and make them directly do business. Both parties can get boon due to decreasing a lot of middle processes. E. Electronic business can help the middle & small enterprises improve bargaining efficiently.
Doing international trade through electronic business, both parties of buyers and sellers can use standard and electronic format contract, bill of lading, insurance policy, invoice, bill of exchange and letter of credit and so on. All documents can be transmitted through the net within one moment and we save a lot of documents transmitting time. Furthermore it can decrease a lot of input mistakes on the paper documents and improve the dealing efficiency. In the traditional international trade, each process including signing contract, negotiation, applying to customs, booking shipment, placing insurance, making payment and so on has to be made by manpower. The dealing efficiency is too low; more mistakes occur and time is very limited. But doing the concerned business through the net can mostly decrease the manpower involvement and not be limited by time. This can also increase the flexibility of the business settlement and bring to our clients a lot of convenience.
F. Electronic business can help the middle & small enterprises enhance the international competition.
Foreign trade enterprises can actively issue supply and demand information by establishing the relative station, make timely communication with the clients, propagandize their enterprise image with the help of net, make them more well-known and use the electronic business as an advanced tool to serve them to enhance the international competition of the enterprises.
IV. CONCLUSION
According to statistics, more than 10,000,000 enterprises are becoming the users of the electronic business in our country. The network inputting rate of the middle & small enterprises is almost 90%. The middle & small enterprises in our country should make full use of electronic business such an efficient tool, actively attack the international market, seek more trading opportunities and smoothly spend such a cold winter of financial crisis.
