世界银行专家最近提出一个概念:未来,国家将不以“发达与不发达”来划分,而以“联网与不联网”来区别。这就是未来全球信息化的一个重要标志。从全球范围看,一个国家和地区不与全球联网,将被排除在世界主流之外;从全国范围看,一个省市和企业不与全国联网,亦将被排除在全国主流之外。所以,在全球经济日益紧密的大背景下,一个省市,一个企业,在与国际接轨之前,首先要取得21世纪生存权和发展权,而这两个“权”都与信息化密切相关。基于这样的认识,国家信息化领导小组于近期召开了第一次会议,明确指出了加快信息化建设是我们面临的历史机遇,也是我国现代化建设的迫切需要。
The World Bank experts recently proposed a concept: In the future, the state will not be divided by “developed and underdeveloped” but by “not connected with the internet.” This is an important indicator of the future of global information. From a global perspective, a country and a region that are not interconnected with the rest of the world will be excluded from the mainstream of the world. From a nationwide perspective, a province, a city and an enterprise will not be networked with the whole country and will be excluded from the mainstream of the whole country.
