《旅游权利法案》作为世界旅游组织的规范性文件,它理应通过各个国家的立法活动和司法实践转化为成员国的国内法。因此,完善我国旅游法律体系,制定旅游基本法时应当吸纳《旅游权利法案》原则,确定我国旅游基本法的原则;依据其精神,构筑我国旅游基本法的核心制度;引入其规范,构建我国旅游基本法的规范体系。 As a normative document of the World Tourism Organization, the Bill on Tourism Rights should be translated into its domestic laws through the legislative activities and judicial practices of various countries. Therefore, perfecting the legal system of tourism in our country and formulating the basic law of tourism, we should incorporate the principle of “tourism rights bill”, determine the principle of our country’s tourism basic law, establish the core system of our country’s tourism basic law according to its spirit, introduce its norms and establish the norms of our country’s tourism basic law system.
