区市县人武部是当地党委的一线军事指挥部,是政府的兵役机关,肩负着民兵、预备役工作和国防后备力量建设的重要历史使命,其建设状况直接关系到国防建设的成败。人武部收归建制后,面临着许多不容忽视的新情况、新问题,概括起来,一是干部“两偏一缺”(干部年龄偏大、学历偏低,缺编),二是干部职工编制、待遇不合理,三是住房矛盾突出,四是基础设施差。 要有效地解决上述问题,笔者的一孔之见是: 第一,加快干部交流步伐。为更好地搞好民兵预备役工作,加强国防后备力量建设,应从以下四方面解决“两偏一缺”问题:一是尽快
