针对新常态下中国工业技术创新资源配置的现状,基于价值链视角,文章从研发投入、非研发投入、科技成果产出、产业成果产出四个方面构建工业技术创新资源配置评价指标体系,以2011-2014年中国30个省级地区的工业面板数据为样本,运用最大熵投影寻踪耦合模型、泰尔指数和探索性空间数据分析法,对工业技术创新资源配置的地区差异、差异成因以及时空格局变化进行实证研究。结果表明,一方面,我国工业技术创新资源配置持续呈现出一种东高西低的非均衡态势,区域内和区域间差异对总差异的影响程度大致相当,东部地区内部差异尤为突出;另一方面,我国工业技术创新资源配置整体上表现为正的空间自相关,即配置高的地区相邻,配置低的地区相邻,但相关性具有增强-减弱-增强的阶段特征,整体高值集聚性逐渐增强,省际工业技术创新资源配置存在不同的集聚模式,局部地区的集聚状态发生时空格局演变,但总体空间分布格局随着时间推移并没有发生根本性变化。
Based on the status quo of the allocation of China’s industrial technology innovation resources under the new normal, based on the perspective of the value chain, the article constructs an evaluation index system for industrial technology innovation resource allocation from four perspectives: R&D investment, non-R&D investment, output of scientific and technological achievements, and industrial output. The industrial panel data of 30 provinces and regions in China for the period of 2011-2014 are used as samples. The maximum entropy projection pursuit coupling model, the Theil index, and the exploratory spatial data analysis method are used to determine the regional differences and causes of differences in the allocation of industrial technology innovation resources. Temporal and spatial pattern changes are studied empirically. The results show that, on the one hand, China’s industrial technological innovation resource allocation continues to show a non-equilibrium trend of eastwards, westwards and lowly, with intra-regional and inter-regional differences having roughly the same degree of impact on total differences, and the internal differences in the eastern region are particularly prominent; On the other hand, China’s industrial technological innovation resource allocation shows a positive spatial auto-correlation as a whole, that is, high-allocation areas are adjacent, and low-lying areas are adjacent, but the correlation has enhanced-weakened-enhanced stage characteristics, and the overall high value is clustered. Sexuality has gradually increased, and provincial industrial technological innovation resource allocations have different agglomeration modes. The temporal and spatial pattern of regional agglomeration has evolved, but the overall spatial distribution pattern has not changed fundamentally with time.
