从助学金发放(资金投入指标)、助学金使用(过程指标)、助学金效果(产出指标)三个方面评价助学金制度绩效可以发现,目前我国国家助学金制度在评定过程中基本遵循了公平公正的原则和立场,但学校方面的宣传工作不尽如人意,信息不够畅通,学生对学校的工作满意度一般,存在少量暗箱操作现象。获得助学金后,学生能够合理安排和使用这些资金。国家助学金的支持广度上还不能全面覆盖,支持力度有待加强。国家助学金有利于提高学生的思想境界,促进学生提高学习成绩。应针对这些问题提出完善助学金制度及其管理的建议。
It can be found from three aspects of grants distribution (funds input index), grants use (process index) and grants effect (output index). At present, the grants system of our country basically follows the principle of fairness and impartiality However, the propaganda work in the school was not satisfactory and the information was not smooth enough. The students were generally satisfied with the work of the school and there was a small amount of black box operation. After receiving the scholarship, the student is able to arrange and use the funds reasonably. The breadth of support for state grants can not be fully covered yet, and support needs to be strengthened. National grants help improve the ideological level of students and promote students to improve their academic performance. These suggestions should be put forward to improve the scholarship system and its management.
