公共政策决策是政策周期的第三个阶段。其定义是,在已经产生的、并且对认定的问题会带来影响的政策方案中作出选择。本文结合建国以来中国户籍制度演变历程,尝试对中国公共政策决策特点进行探讨,发现中国公共政策决策应以渐进模式解释更为合理。 Public policy decision-making is the third stage of the policy cycle. It is defined as the choice of policy that has already taken place and has an impact on the issue identified. Based on the evolution of China’s household registration system since the founding of the People’s Republic of China, this article attempts to discuss the characteristics of China’s public policy decision-making and finds that it is more reasonable for China’s public policy decisions to be interpreted in a gradual model.
