目的:分析2012—2014年四川省公共卫生财政配置的公平性。方法:小地域研究方法。SPSS 19.0进行因子分析、相关和回归分析。结果:该省各地区社会剥夺水平与健康需求指标间高度相关;剥夺水平最高的前五位地区依次是甘孜藏族、凉山彝族、阿坝藏羌族自治州,广元和资阳市;而公平调节构成指数(EAS)值最大的五个地区依次是凉山彝族自治州,南充、成都、资阳和宜宾市;回归分析显示“各地占全省公共卫生财政支出的比例”(DPF%)的变异很少能被EAS和“各地人口占全省人口百分比”(Pop%)所解释。结论:四川省公共卫生财政配置的公平性有待提高;政府应对公共卫生财政配置“公平性”的目标明确定位;配置应综合考虑多种因素。
Objective: To analyze the fairness of the allocation of public health finance in Sichuan Province from 2012 to 2014. Method: Small area research methods. SPSS 19.0 for factor analysis, correlation and regression analysis. Results: The levels of social deprivation and health needs in all regions of the province are highly correlated. The top five districts with the highest deprivation levels are the Ganzi, Liangshan, Aba and Qiang autonomous prefectures, Guangyuan and Ziyang, respectively; and the fairness adjusted constituent index (EAS) The five regions with the highest value are Liangshan Yi Autonomous Prefecture, Nanchong, Chengdu, Ziyang and Yibin respectively. The regression analysis shows that the variation of “the proportion of public health expenditure across the province” (DPF%) can seldom be affected by EAS As explained by Pop%. Conclusions: The fairness of public health financial allocation in Sichuan needs to be improved; the government should clearly define the target of “fairness” in the allocation of public health finance; and the allocation should consider a variety of factors.
