在考虑生态产出和决策者偏好的情况下,运用Malmquist指数方法测算了黑龙江省林业的全要素生产率变动情况。研究表明,2000~2012年黑龙江省林业全要素生产率整体呈下降趋势。从全要素生产率变动的分解结果来看,技术水平较低,技术落后是全要素生产率下降的主要原因,而纯技术效率和规模效率整体呈上升态势,是全要素生产率提升的主要动力,但仍然无法抵消技术落后带来的负面影响。为此,提出鼓励企业技术创新,加大对科技项目投资力度,推进林区企业转型升级等建议。
Taking into account the ecological output and the preferences of decision-makers, the paper uses the Malmquist index method to estimate the changes of total factor productivity of forestry in Heilongjiang Province. The research shows that the total factor productivity of forestry in Heilongjiang Province shows a decreasing trend from 2000 to 2012. From the decomposition results of TFP changes, the low level of technology and backward technology are the main reasons for the decline of total factor productivity. However, the pure technical efficiency and economies of scale overall show an upward trend, which is the main driving force for TFP growth. However, Can not offset the negative impact of technology behind. To this end, proposed to encourage technological innovation, increase investment in science and technology projects, promote the transformation and upgrading of forest enterprises and other proposals.
