事业单位现行的人力资源管理体系是在计划经济体制下逐步建立和发展起来的,尽管经过多次变革和调整,但仍难以适应事业单位改革的总体要求,与发达国家人力资源管理还有较大差距。随着体制改革的深入,市场竞争的发展,事业单位人力资源管理职能需要重新定位并实现转变。本文对我国事业单位人力资源的开发与管理进行了探讨。
The current system of human resources management in public institutions is gradually established and developed under the planned economic system. Despite many changes and adjustments, it is still difficult to meet the general requirements for public service reform and there is still a great deal of human resource management in developed countries gap. With the deepening of system reform and the development of market competition, the function of human resources management in public institutions needs to be repositioned and changed. This article discusses the development and management of human resources in public institutions in our country.
