1997年10月以来,我乡实行了微机管理电费,制定了相应的管理制度,实行“五统一”、“三公开”,微机开票,加盖电管站和村电工组财务章,每月的21号必须上墙公布,电管站人员定期与不定期下村抽查。我村自执行了这个制度以来,群众特别满意。以前到收电费时,群众拿着一张不规范的收据,对我们电工产生过不少的误会,有时甚至拒交或拖欠,直到26号仍不能准时上缴电费。自实行微机开票以来,群众拿着微机票都能及时把电费缴上。原来我村收电费用5~10天的时间,现在只用1~2天就把电费收上来了,群众对我们电工误会也没有了,保证了缴电费月月结零。
Since October 1997, we have implemented computerized management of electricity tariffs in our township, formulated a corresponding management system, implemented “five unifications” and “three disclosures”, computerized invoices, and stamped the financial chapters of electric power management stations and village electricians’ groups. Since the implementation of this system in our village, the people have been particularly satisfied. In the past, when the fees were received, the masses took a non-standard receipt and caused many misunderstandings to our electricians. Sometimes they refused to pay or defaulted until the 26th was unable to pay the electricity charges on time. Since the invoicing of microcomputers, the masses have been able to pay for the electricity bills in time with micro-tickets. Originally, my village received electricity for 5 to 10 days. Now it takes only 1 to 2 days to collect the electricity bills. The public misunderstood our electrical engineers and ensured the payment of electricity bills.
