日本是世界有色金属资源的主要消费国。由于本土矿产资源匮乏,为寻求长期稳定的供应渠道,日本政府制定了完善的全球资源战略,对利用国外资源进行了全面规划。其中,政府鼓励企业积极介入海外金属资源的开发成为日本政府制定相关政策的基本出发点。政策支持结合日本企业间的联合使得日本走出了一条符合其国情的海外矿产资源开发的成功道路。
Japan is the world’s major consumer of non-ferrous metal resources. Due to the scarcity of local mineral resources, the Japanese government has formulated a comprehensive global resource strategy to seek a long-term and stable supply channel, and has made comprehensive plans for the use of foreign resources. Among them, the government encourages enterprises to actively intervene in the development of overseas metal resources as the basic starting point for the Japanese government to formulate relevant policies. Policy support combined with the integration of Japanese companies has enabled Japan to embark on a successful road to the development of overseas mineral resources in line with its national conditions.
