这几年,在党中央、国务院“以人为本、构建和谐社会”、“切实保障人民身体健康和生命安全”思想指导下,食品安全工作得到前所未有的高度重视和支持,例如:党的“十六届五中全会的决议”、国家“国民经济发展的‘十一五’规划”、温总理的“政府工作报告”等都把食品安全写了进去。2004年十届人大二次会议上有多达663名代表署名提出包括“食品安全立法”在内的20多件议案,直接推动了国务院法制办于2004年下半年启动了食品安全立法工作;2005年十届人大三次会议有894名代表署名(接近与会代表2985人的1/3)提出涉及要求制定食品安全法或修改食品卫生法在内的26件议案及15件建议,进一步推动并加速中国食品安全立法进程。
