本期“特别企划”是应全球范围的“人类口头和非物质遗产”申报工作的开展和国内文化遗产保护工作的全面推开而提出的。目前在国际上,世界各国对本国传统文化和艺术的保护工作已经不同程度地开展起来,民间艺术传承人的保护更是被提到了重要的日程。保护工作开展得较早的日本、韩国及欧美的一些国家,对民间艺术的关注更是体现在对传承人的重视和保护方面,不仅制定了相关的保护法规、条例,还给予极大的荣誉地位和资金帮助。相比之下,中国对传统民族民间文化的重视和保护工作则落后于其他国家。2003年刚刚启动的“保护工程”,对民间艺术家在保护和传承中国民族民间文化方面的巨大作用予以了充分的肯定。2006年,国务院印发了《关于加强文化遗产保护的通知》,进一步明确了我国文化遗产保护的指导思想、基本方针和总体目标,并对该项目工作提出了新的要求,而对民间艺术传承人的保护显然是文化遗产保护工作的核心内容。就民间美术而言,民间美术传承人是民间美术发展链条中最为关键的一环,他们对文化遗产的保护具有至关重要的作用。本期展开“民间美术传承人与文化遗产保护”的专题讨论,探讨民间美术传承人对于文化遗产保护工作的重要意义。希望通过这些讨论能对中国文化遗产的保护起到一定的积极作用。
This Special Issue is being proposed in response to the worldwide declaration of “the oral and intangible heritage of mankind” and the overall protection of the cultural heritage in the country. At present, all over the world, the protection of their traditional culture and arts in various countries in the world has been carried out to varying degrees. The protection of the successors of folk art is even more an important agenda. Some countries in Japan, South Korea, and Europe and the United States that started to carry out protection work are paying more attention to the inheritance and protection of folk art. They not only have formulated relevant laws and regulations on protection, but also given great honors Status and funding help. In contrast, China lags behind other countries in attaching importance to and protecting traditional ethnic folk culture. The “Conservation Project” just started in 2003 fully affirmed the enormous role of folk artists in protecting and inheriting Chinese folk culture. In 2006, the State Council issued the Circular on Strengthening the Protection of Cultural Heritage, further clarifying the guiding ideology, basic principles and general objectives of the protection of cultural heritage in our country and putting forward new requirements for the work of the project. However, The protection is obviously the core content of cultural heritage protection. As far as folk art is concerned, folk art inheritors are the most crucial link in the development of folk art, and they play a crucial role in the protection of cultural heritage. In this issue, we started the thematic discussion entitled “Protection of Folk Art Inheritors and Cultural Heritage” and discussed the significance of folk art successors in the protection of cultural heritage. Hope that through these discussions can play a positive role in the protection of China’s cultural heritage.
