大河水库是以发电为主,兼顾灌溉、防洪和工业供水的中型水库,在防汛调度中存在未经过高水位及大的洪水考验、水库防洪调度技术手段落后,最主要的是作为抽水蓄能电站的下水库,为保证发电汛期要低水位运行,造成了水资源的浪费。为此,我们要加快水库自动化建设,建立完善洪水预报和洪水警报系统并提高预报精度,还要研究优化调度,尽可能解决防洪调度及兴利调度的矛盾,只有这样才能既保证水库安全又能使水库兴利效益最大化。
