自公安部提出“向教育要素质,向素质要警力、要战斗力”的要求,各公安院校纷纷开辟多种途径加强警察职业素质的培养,培养了一大批合格的人民警察,为维护社会治安作出了重大贡献。然而,无论是学历教育还是在职民警的培训中却出现了随意性、突击性、监督难等问题。提出借鉴国外经验,坚持学历与在职培训教育并重,资源共享,强化师资;加大投入,保障实验实训有效开展;与实战部门建立长效合作机制;建立与完善学生(学员)综合素质评价体系的建议。
