目的:分析新疆卫生人力资源现状,发现存在的问题,并提出合理化建议。方法:对2011年新疆和全国卫生人员构成、卫生技术人员学历和职称构成、执业(助理)医师和注册护士占比等数据进行比较分析。结果:新疆每千人口卫生人员数、卫生技术人员数、执业(助理)医师数、注册护士数分别为7.60、5.93、2.25和2.21,均高于全国水平的6.29、4.58、1.82和1.66,但存在城乡分布不合理现象,且卫生技术人员队伍的学历和职称偏低。结论:新疆应采取多种手段和方法,致力于缩小城乡间差距,改善整体学历和职称构成,以保证各地区卫生人力资源的科学配置。
OBJECTIVE: To analyze the current situation of health human resources in Xinjiang, find out the existing problems and put forward reasonable suggestions. Methods: To compare and analyze the composition of health workers in Xinjiang and the whole nation in 2011, the qualifications and titles of health technicians, the proportion of practicing (assistant) physicians and registered nurses. Results: The number of health workers, health technicians, practicing (assistant) doctors and registered nurses per thousand population in Xinjiang was 7.60, 5.93, 2.25 and 2.21, respectively, which were higher than the national average of 6.29, 4.58, 1.82 and 1.66, respectively There is an irrational distribution of urban and rural areas, and health and technical personnel team qualifications and titles are low. Conclusion: Xinjiang should adopt a variety of means and methods to reduce the gap between urban and rural areas and improve the overall academic qualifications and composition of titles in order to ensure the scientific allocation of human resources in various regions.
