城市居民最低生活保障制度明确规定在我国宪法及相关行政法规、地方性法规中,但随着社会经济的发展,物价的提高,原有的规则及标准已不适用社会的需要。本人几年来深入鞍山市铁西区繁荣街道进行调研,深感城市居民最低生活保障存在诸多问题,通过了解、调查、分析,探索完善我国城市最低生活保障制度的对策建议。 The minimum living guarantee system for urban residents is clearly stipulated in our constitution, relevant administrative regulations and local laws and regulations. However, with the development of society and economy and the increase of prices, the existing rules and standards are no longer applicable to the needs of the community. In the past few years, I went to prosperous streets in Tiexi District of Anshan City for investigation. I deeply felt that there were many problems in the minimum living security for urban residents. Through understanding, investigation, analysis, and exploration, suggestions were put forward to improve the minimum living guarantee system in cities in China.
