住宅是人们赖以生存的基本条件,是价格最为昂贵的生活必需品,绝大部分人不可能“即买消费”。因此,住房租赁市场存在着极大的发展空间。一、城市住房租赁市场的现状1、相对稳定的租赁消费群体已经形成。随着经济改革的进一步深化,鼓励人才流动的政策出台,近年来我国人才(劳动力)流动达到建国以来的高峰。“住”是人才(劳动力)流动的充分必要条件,由于相对不稳定,租赁住房是他们的首选。据上海房屋置换公司统计,租房者的组成如下:①最多的是外地来沪的打工者,其中不乏研究生、本科生、自费求学者等,他们占了房屋承租者总数的45%。②本市在校大学生,远离户籍地读重点学校的学生,以及刚刚走上工作岗位的大学生。这类租房者大约占总数的15%。③从国外留学、打工回沪前来租房的约占10%左右。④娱乐场所从事夜间工作人员,为不影响家人休息而租房者,约占总数7%⑤剩下23%为结婚户、动迁过渡户、知青回沪子女、家庭关系紧张者等。上海的统计很能说明问题,对如南京这样的大城市有极强的参考价值,中小城市租房群体所占的比例、组成会有变化,但有一点是肯定的:相对稳定的租房消费群体已经形成。
