目的探索卫生事业费调整后,我军离休干部医疗统筹中干休所经费结余与不足并存等问题的途径和方法,掌握全军离休干部医疗统筹保障现状,提高总部、军区及干休所三级医疗统筹效能,为下一步加强离休干部医疗统筹管理提供依据。方法采取文献检索、实地调研和数据分析等方法,对2006～2010年全军离休干部干休所卫生事业费,门诊、住院人次、病种、消耗费用情况,大病与特殊项目费用消耗及其构成比的数据进行汇总分析,对干休所、离休干部的基本情况、存在问题进行梳理和归纳。结果与结论从离休干部医疗统筹的基本情况、存在问题和对策3个方面,深入研究了具体措施和建议。 Objective To explore ways and means of balance between medical expenses and reimbursement after medical expenses adjustment in health service retired cadres to grasp the status quo of overall medical care for retired cadres of the whole army and to raise the level of medical care in retired cadres at headquarters, Medical co-ordination effectiveness, to provide the basis for the next step to strengthen retired cadres medical co-ordination management. Methods The methods of literature search, field investigation and data analysis were used to analyze the costs of medical expenses, outpatient visits, inpatient visits, disease types, consumption expenses, expenses and expenses of serious illness and special items of the retired cadres from 2006 to 2010 Than a summary of the data analysis, the dry retired cadres, the basic situation, the existing problems are sorted out and summarized. Results and Conclusion From the three aspects of the basic situation, problems and countermeasures of medical co-ordination of retired cadres, the specific measures and suggestions were thoroughly studied.
