美国著名企业管理大师彼德斯认为管理并不是一门科学,管理不能依赖简单的制度模式和定量分析,管理不能依赖官僚+制度的运行机制,所以恰当而有效的管理就是“走动管理”。这种管理的实质是深入基层,到处走动;基本精神是人本主义;首要目标是创新。这种管理重新确认了人的尺度,最大限度地发挥了人的积极因素,消灭了官僚主义,使所有的制度恰当而有效,有利于创新和变革,因而具有很重要的现代价值。
Peters, a famous American management entrepreneur, thinks that management is not a science. Management can not rely on a simple system model and quantitative analysis to manage the operating mechanism that can not rely on the bureaucratic + system. Therefore, proper and effective management is “management by movement” . The essence of this management is to go deep into the grassroots and move around. The basic spirit is humanism. The primary goal is innovation. This kind of management has reconfirmed the human scale, maximized the positive factors of mankind, eliminated the bureaucracy, made all the systems appropriate and effective, and facilitated innovation and change. Therefore, it has very important modern values.
